Thoroughfare Plan
As a result of several transportation projects proposed in the county and region, the City of Franklin sought to capitalize on these opportunities by updating its thoroughfare plan. The city hired HWC to facilitate this planning process which centered on detailed traffic modeling based on various thoroughfare network and land use scenarios. It also identified flexible design standards to effectively implement complete streets policies. The plan ultimately led to development of the Interstate 65 gateway along the King Street corridor which has attracted new private investment in this district.

Hendricks County, IN
Thoroughfare Plan
As one of the fastest growing counties in the state, Hendricks County recognized the need to update their thoroughfare plan to proactively stay ahead of growth and development. The updated plan focused on creating additional north-south and east-west connectivity through the county. Also critical to the success of the plan was strategic planning for an additional future Interstate 70 interchange in the county.

Montgomery County, IN
Thoroughfare Plan
Recognizing the need to improve the level of service for roadways in the county, Montgomery County brought in HWC to lead the update of their thoroughfare plan. Key outcomes from the plan included roadway upgrades to support economic development, as well as prioritized rural roadway corridors intended to upgrade road service to rural communities in the county.

Martinsville, IN
Interstate 69 Economic Development Plan
When Interstate 69 was expected to radically change transportation routes and development patterns in Martinsville, the community partnered with HWC to plan its response. HWC crafted an economic development plan to guide the changes and demonstrate the need for key interchanges that were proposed. When budget cuts threatened to eliminate key interchanges, HWC’s plan was used to demonstrate their long term value to the city and State. Additionally, the city was able to use HWC’s plan to secure nearly $15 million in funding for road improvements that supported community connectivity goals.

Johnson County, IN
Johnson County Interstate 69 Corridor Plan
With INDOT’s final determination for the Interstate 69 route serving as the catalyst, HWC was retained by Johnson County to create a corridor plan to guide planning in areas of the county impacted by the new interstate. The plan’s analysis considered how three Interstate 69 interchanges would potentially create ripple effects throughout the county’s thoroughfare network. The plan recommended changes to the thoroughfare plan classifications, new transportation routes in developing areas, as well as land use and infrastructure recommendations to support potential economic development resulting from Interstate 69.
