Avon, IN
Zoning Ordinance
The Town of Avon was frustrated when recent development proposals lacked the character and quality the community desired. Residents were also increasingly opposing developments and demanding the Town raise standards.
To develop a solution, the Town turned to HWC and Civic Blueprint.
The HWC team first led a public engagement campaign to solicit input on current concerns and future expectations. This robust process included:
- Public workshops
- Town Council workshops
- Developer/stakeholder workshops
- Public surveys
- Video summaries and explanations for the public
- Steering committee workshops
Public and stakeholder input was used to inform recommendations, which included merging their Zoning and Subdivision Control Ordinances into a new Unified Development Ordinance. Incentives were added to improve quality. Process changes were also recommended to increase transparency and provide more opportunities for the Town Council to guide development early in the process.

SR 32 Small Structure Replacement 24.08 (Des. 1800134)
The existing 56” metal pipe arch culvert under SR 32 in Fountain County was heavily rusted and did not meet hydraulic backwater requirements. The replacement pipe is a 6’ diameter pipe, and the existing roadway met level 1 conditions. The shoulder and embankments at the pipe were transitioned at a 4:1 slope to provide additional clear space over the structure to improve safety. The project also included a level 2 environmental document and right-of-way reacquisition. There were no utility conflicts at this structure. The construction cost was $175,000.

Fountain County, IN
SR 32 Small Structure Replacement 20.06 (Des. 1800132)
The existing 56” metal pipe arch culvert under SR 32 in Fountain County was heavily rusted. HWC completed design of this spot improvement project including hydraulics and right-of-way acquisition. Two small pipes (CLV’s) were near this culvert and had failed as well. All three pipes were included in the project for replacement for more efficient use of a contractor’s mobilization to the area and project costs. Riprap requirements at the culvert outlet required additional right-of-way acquisition for the project. Overhead utility conflicts were avoided because the new pipes were lightweight and easy to install with smaller equipment. A buried utility was relocated beyond the new pipes. The construction cost was $230,000.

New Albany, IN
Comprehensive Plan
Due to its geographic location, the City of New Albany is effectively landlocked and faced limited future growth opportunities. Through the comprehensive planning process, HWC assisted the community in reevaluating development policies focused on how to best manage the development of remaining infill parcels. Since the completion of the plan, the city of New Albany has updated its zoning ordinance, acquired a former recycling factory that will be converted into a riverfront park, and partnered with private entities to launch key revitalization projects.
