Interchange Water Supply Improvements

HWC worked with Montgomery County, Indiana to complete the New Water Supply Extension project, which serves the area around the I-74 and SR 32 interchange.

The design included four phases of approximately 4.7 miles of water main ranging from 12” to 20.”

HWC worked closely with both Montgomery County and Indiana American Water (INAWC) to ensure the water main design was completed to INAWC standards. The County entered into a development agreement with INAWC relinquished ownership of the main to INAWC upon completion of construction.

Phase I, which included 7,500’ of 20” main along SR 32, began construction in fall 2018. Construction of Phase I was completed in spring 2019.

The estimated total project cost for Phase I was $1.5 million and the estimated total project cost for all phases is $6.2 million.

47 Small Structure Replacement (Des. 1800141)

The existing twin metal pipe structure under SR 47 in Boone County was heavily deteriorated and regularly blocked with debris. HWC designed a replacement structure with a single-span box large enough to convey the required flows and debris to reduce maintenance efforts. A practical design approach avoided unnecessary waterway impacts that would have triggered mitigation and cost. The project design included completion of hydraulics, a Level 3 environmental document, and right-of-way engineering. Utility impacts and associated right-of-way needs were minimized by vertically adjusting the overhead utility to provide adequate working room under it for OSHA requirements. This minimized both the utility’s costs and INDOT’s cost. The construction cost was $325,000.

Avon Zoning Ordinance

Avon Zoning Ordinance

Avon, IN

Zoning Ordinance

The Town of Avon was frustrated when recent development proposals lacked the character and quality the community desired. Residents were also increasingly opposing developments and demanding the Town raise standards.

To develop a solution, the Town turned to HWC and Civic Blueprint.

The HWC team first led a public engagement campaign to solicit input on current concerns and future expectations. This robust process included:

  • Public workshops
  • Town Council workshops
  • Developer/stakeholder workshops
  • Public surveys
  • Video summaries and explanations for the public
  • Steering committee workshops

Public and stakeholder input was used to inform recommendations, which included merging their Zoning and Subdivision Control Ordinances into a new Unified Development Ordinance. Incentives were added to improve quality. Process changes were also recommended to increase transparency and provide more opportunities for the Town Council to guide development early in the process.
