Wastewater Treatment & Phosphorus Removal
HWC assisted the City of Terre Haute with a major upgrade and expansion of their wastewater treatment facility as part of the Combined Sewer Overflow (CSO) Long-Term Control Plan (LTCP) and to address depreciation and compliance issues with the 24 MGD facility.
First, HWC completed design and engineering services for the biosolids storage and handling portion of the City’s Wastewater Treatment Facility Upgrade and Expansion project. The $120 million project was completed in 2015 and included improvements to all areas of the facility to accommodate peak flows of up to 48 million GPD as required by the approved CSO LTCP. The biosolids storage portion of the project included 10 million gallons of storage capacity provided by four 2.5 million-gallon, pre-stressed concrete storage tanks with aeration and mixing systems contained in two buildings that serve a pair of the new tanks. The design also incorporated liquid sludge loading stations and associated piping and incidental work to that area of the project site. As part of a team of consultants completing the overall project, HWC completed this portion of the project with an approximate construction cost of $20 million.
Following completion of the plant expansion project, and in accordance with updated NPDES permit requirements, HWC provided design and construction inspection services for a $2 million phosphorus removal project for the 48 MGD wastewater treatment plant.
As a result of new effluent limits imposed on the WWTP by the NPDES permit, HWC initially developed a compliance plan to identify the needed facilities for submission to the Indiana Department of Environmental Management (IDEM). HWC was responsible for the design of the chemical feed system and improvements to the anoxic system for biological phosphorus removal, which included 30” diameter anoxic piping and tank modifications, as well as the addition of chemical storage tanks, feed pumps, feed piping, and building renovations.
HWC also provided construction administration assistance, serving as the primary contact with the owner for the State Revolving Fund (SRF) to provide project financing.
The project was completed at the end of 2018.

North Vernon, IN
City Center Plaza and Streetscape
HWC provided design and construction inspection services for downtown streetscape along 5th Street, 4th Street, Madison Avenue, and O&M Avenue in North Vernon, Indiana. Additionally, HWC was responsible for the planning and design of the City Center Plaza, which sits within the previous right-of-way of Short Street along Madison Avenue. The project not only improved pedestrian and vehicular circulation, but also highlighted community history in design details and added beautification through special paving, street trees, custom metal features, and ornamental lighting.

Seymour, IN
Burkhart Plaza
This plaza and streetscape restored an underutilized public space while highlighting the unique character of Seymour. A custom “Seymour” sign incorporates a stanza allowing visitors to become the exclamation point. A paving band and seat wall mimic the shape of a guitar and black metal music notes double as bike racks. An interactive area allows visitors to create their own sound. HWC worked closely with the city and the local Main Street organization to take the project from conceptual design to a built work space.

Morgan County, IN
Comprehensive Plan
The construction of the Interstate 69 extension is expected to radically change transportation routes and development patterns in Morgan County. As a result, HWC was retained to help the county adapt future land use and transportation plans based on the final roadway configuration. HWC’s plan also included recommendations for changes to local development ordinances, which have since been adopted.

Market Street Plaza and Streetscape
The sidewalk along Market Street was especially wide at this location and was begging to become something more. HWC worked closely with the city to develop a plaza space and streetscape that would recognize the history of the area while providing a contemporary feel. The custom light poles were designed to model attributes of a set of columns constructed during the centennial celebration in 1913. The roof lines of the historic market structure inspired a new arch in the median. The addition of linear wooden picnic-style tables and a simple landscape palette provide just the right amount of functionality and warmth.
