Unified Development Ordinance

As the fastest growing community in Johnson County, the Town of Bargersville needed an update to their development and design standards to guide growth. The Bargersville Unified Development Ordinance combined the Town’s Zoning Ordinance, Subdivision Control Ordinance, Construction Standards, and Storm Water Drainage Manual into one, easy-to-use document. The document was organized in an intuitive manner from general provisions to more detailed standards. The document addressed the unique challenges facing Bargersville including a new downtown district that encourages mix of use and building massing as desired in downtown Bargersville. Overlay districts addressed flood hazard areas and highway corridor aesthetic concerns, and two industrial districts were added to help Bargersville better prepare for future industrial uses in the Town.

In order to provide the quality of life amenities Whitestown’s growing population was seeking, town leaders proposed a bold vision to make the community one of the most walkable and bikeable communities in Indiana. In conjunction with the town’s thoroughfare plan update, HWC led the development of a Bicycle and Pedestrian Master Plan for Whitestown. The plan’s recommendations outlined a series of goals to develop greenways and trails linking key destinations and neighborhoods throughout the town. The plan also outlined strategies for local programming and regional advocacy roles for the Whitestown’s Bicycle and Pedestrian Advisory Committee.

Interstate 69 and King Street Corridor Plan

The primary gateway from Interstate 65 into Franklin was such an eyesore that local economic development officials brought prospective businesses to the city along local roads. HWC’s economic development plan recommended strategies to redevelop 420 acres at the interchange and to create a dynamic gateway experience into the community. Since these corridor improvements, the City of Franklin has attracted new restaurant, retail, and commercial investment totaling over $21 million.

South Central Indiana Talent Region READI Plan R1.0

HWC’s plan for the South Central Indiana Talent Region supported improving the quality of place for residents, fostering innovation and entrepreneurship around alternative propulsion vehicles, and strengthening workforce training initiatives. This Regional Economic Acceleration and Development Initiative (READI) region included Bartholomew, Jennings, and Jackson counties. As a result of this comprehensive effort, the South Central Indiana Talent Region was awarded $30 million for a range of projects throughout the three-county region.

Adoption Planned for January 2022

The population of Danville had doubled since the community last updated its comprehensive plan. After years of resisting growth, Danville’s leadership adopted the mantra of “finding ways to say yes” to good development in the community as part of this planning effort. HWC was brought on board to craft a shared vision for the future of the community that would help the city guide new development according to the town’s expectations. The plan provided guidance on how to preserve the community’s hometown heritage, while also continuing to build on the town’s unique quality of life.
